The teleconference meeting was called to order by chair Chris Nelson at 10:00 a.m. on September 7, 2005 with the following members responding:

Moved by Viken and seconded to approve the minutes of the May 13, 2005 meeting. Passed.
The Election Systems & Software’s (ES&S) automated tabulating systems and electronic ballot marking system certification demonstration was held in Pierre on August 29-30. Shirley Votrobek, Bob Watkins, Paul Huffman, Mitch Urosevich and Mark Manganaro were present from ES&S seeking certification for the Automark oval and arrow optical scan ballot marking machines and the 650, 550, 150 and M100 optical scan counting machines. Secretary Nelson, Kea Warne and Jennifer Jacobson were present for the certification demonstration. The Automark for the oval optical scan ballots met all the ballot marking device requirements and the 650, 550, 150 and M100 optical scan counting machines met all the automated tabulating system requirements. ES&S demonstrated the ballot marking machines, voting process, and the tabulation process. Shirley Votrobek provided documents stating how their machines meet each certification criteria of the ballot marking device and the automated tabulating system. All of the machines presented for certification have received a NASED number.
The Automark for the arrow ballots did not meet all of the requirements for the ballot marking device and ES&S submitted a written request to suspend the certification on this machine until a later date.
Moved by Brock and seconded to approve certification of the oval Automark voting machine and the 650, 550, 150 & M100 optical scan counting machines. Passed.
