The reason and effect of proposed rule 5:02:03:25 is to implement legislation concerning the voter registration of adult children of overseas citizens. The reason and effect of proposed amended rules 5:02:04:18 and 5:02:06:17 is to implement legislation concerning the date of a secondary election. The reason and effect of proposed amended rule 5:02:05:21 is clarify language to affirm an inactive voter's current address.
